Cannabis social clubs are non-profit associations through which adult members collectively organize access to cannabis for personal use, outside commercial markets. Emerging in Spain in the early 2000s and later replicated across several European and Latin American jurisdictions, they operate in legally ambiguous spaces shaped by case law, municipal ordinances and shifting enforcement criteria. ICEERS examines the human rights, public health and policy dimensions of these collective models.
