Òscar Parés Franquero served as Deputy Director at ICEERS, with extensive work in drug policy analysis, harm reduction, project coordination, and the Cannabmed program for the regulation of medical cannabis in Spain. He has appeared as an expert before the Spanish Congress on cannabis social clubs and contributed to international research on the cannabis social club model. He has co-authored multiple peer-reviewed studies and reports featured on the ICEERS website on cannabis policy, social clubs and harm reduction.
